MONTEREY SELECT BOARD
MINUTES OF THE MEETING OF MAY 17, 2004
The regular weekly meeting of the Monterey Select Board was opened at 8:30 a.m. with members Jonathan Sylbert (Chair), Michèle Miller, and Michael Storch all present.
· Solid Waste Committee member Joyce Brown met with the Board to discuss several items, including:
o Hiring of a Transfer Station attendant: The Board asked that the Solid Waste Committee make its recommendation in this regard
o Dump sticker fees: The Board asked for the Committee’s recommendation on setting a new sticker fee
· Planning Board member Gerry Shapiro met with the Board to inquire about the building violation at the Jaffe property. Don Torrico, Alternate Inspector of Buildings, joined the discussion and outlined the current status.
· The Board met with Director of Operations Maynard Forbes to review several Highway Department items, as follows:
o Signage requested by Brian Puntin to alert drivers to the presence of horses and/or horse-drawn vehicles (see Minutes of April 26 and May 3, 2004): Forbes will determine the cost of generic signage and make his recommendation in this regard.
o Request to check on Wellman Road culvert: Discussion of procedure for Board members’ requests to Operations Director.
· Carol Edelman of Hupi Road met with the Board to inquire about the status of the Jaffe building violation; she also submitted a letter in this regard and photographs of said violation.
· Memorial Day Coordinator Linda Thorpe outlined the planned activities for Memorial Day, including the 11 a.m. service at the Veterans Memorial, the parade at 1 p.m., and the barbecue.
· The Board met in executive session with Police Chief Gareth Backhaus from 9:30 a.m. to 10:15 a.m.
· The Board met in public session with Chief Gareth Backhaus to review Police Department items.
· The Board met with Leroy Thorpe, chair of the Parks Commission, to discuss trash collection at the Town Beach.
· Town Clerk Barbara Swann met with the Board to discuss issuance of marriage licenses to non-resident same-sex partners. She advised that she is prepared to issue licenses to applicants from New York State but is waiting to hear from three other states regarding the legality of same-sex marriage in those states.
· The Board met with Town Accountant Barbara Gauthier regarding salary payments to the Building Inspector.
· Shirley Olds, a member of the Wilson/McLaughlin House Committee, met with Board to discuss maintenance of the house and to report that the roof is not leaking.
· Don Torrico, Alternate Inspector of Buildings, met with the Board to discuss several items, including the streamlining of the office of building inspector.
· Fire Chief Ray Tryon met with the Board to discuss the new procedures for compensation of Monterey firefighters and medical personnel.
· The Board met with Administrative Assistant Bonnie Tedder to discuss several items, as follows:
o Ongoing duties:
1. Phone log
2. Sign-in sheet
3. Program log
o Current duties:
1. Town Report
2. Research on school budget
3. Transfer station
· Highway and Treasury Warrants were signed.
· The clerk was given instructions regarding correspondence.
· The Minutes of May 10, 2004, were approved as amended.
· It was unanimously voted that the meeting be adjourned (12:15 p.m.).
